The Trade Ministry has issued new regulation regarding export-import of oil, gas and other fuel through the Trade Minister's Regulation No. 03/M-DAG/PER/1/2015 (Permendag 3/2015), which has been issued in 5 January 2015.
"The issuance of Permendag 3/2015 aims to impose supervision whether for export and import of oil and gas, which is strategic product and source of state's income" said the Trade Minister, Rachmat Gobel, in a press conference in Jakarta.
Rachmat was explaining a few changes as impacts from such permendag, among others is an obligation for exporter and importer to obtain status as Registered Importer (IT) and Registered Exporter (ET). Besides that, further Rachmat, is also requires to obtain recommendation from Ministry of Energy and Mineral Resources for able to proposed to Ministry of Trade for obtaining Export Approval (SPE) or Import Approval (SPI). The issuance of SPE and SPI after such recommendation from Ministry of Energy and Mineral Resources, said Rachmat, is one of order to create national energy management, transparency, and eradication of oil and gas mafia. Rachmat added for every oil and gas export and import, also requires verification by independent surveyor which appointed by trade minister accordingly a realization of oil and gas export import to create transparency, can be known.
In same chances, Directorate General Foreign Affairs of Trade Ministry, Partogi Pangaribuan said that the issuance of Permendag 03/2015 which a supplementing of Trade Minister's Regulation No. 42/2009 would not disturbing such supply of commodities, in domestic particularly. "Absolutely not (will disturbing the supply), we also provide enough transition time. This regulation will effective in the next 7 April 2015" said Partogi.
